Charter

The Fiscal Policy Committee is charged with supporting the development and maintenance of Oregon State University’s fiscal policies and associated rules. Guided by the Division of Finance & Administration’s principles and using a process that solicits and incorporates stakeholder input, the Fiscal Policy Committee will make recommendations to the Vice President for Finance and Administration (VPFA) and the Associate Vice President for Finance & Controller (AVPFC) to ensure that fiscal policy and rules are consistent with university values, policies and standards, and work to advance OSU’s strategic goals. The committee will also guide the creation and improvement of those rules within the purview of the VPFA.

Committee members will assist the Fiscal Policy Officer to:

1. Identify, evaluate and monitor fiscal policy or rule issues and concerns;
2. Identify the appropriate campus stakeholders and solicit feedback regarding fiscal policy or rule matters under consideration;
3. Review feedback and draft fiscal policy or rule wording;
4. Make final recommendations to the VPFA and the AVPFC for fiscal policy development, approval and revisions;
5. Assess how fiscal policy or rule changes could impact university operations and budget;
6. Assess how fiscal policy or rule changes could impact non-compliance risk within evolving regulatory environments;
7. Monitor and report to the VPFA and the AVPFC the outcomes following implementation of fiscal policies and rules.
Membership

The Fiscal Policy Officer will chair the committee as a non-voting member. The chair will evaluate membership on an annual basis and recommend new members as necessary. The AVPFC will appoint seven committee members with voting rights for a minimum two-year commitment. No more than three (3) members should rotate off the committee in a given year, and any changes will be effective October 1.

Committee members will be selected from units and departments across the university based on their interest and understanding of fiscal policy. The committee members will provide diverse perspectives with a balanced focus on both compliance and operational needs.

To promote open and transparent communication, the following stakeholders are designated as standing guests of the committee. These guests will be regularly informed of fiscal policy activities and will be invited to attend committee meetings and provide input.

Roles and Responsibilities

Committee Chair – Coordinate and communicate with committee members and stakeholders to ensure they are informed of relevant meeting times, dates and materials. The chair will ensure the committee charter, workplans, agendas and goals are established and executed.

Committee Members – Attend meetings prepared to actively contribute and participate in accordance with the charter, with a resolve to be objective and to do what is in the best interest of the university. Each member will act in accordance with OSU’s ethical standards, participating with an open mind and engaging with a cooperative spirit. All members will promote and support approved policies and rules. Committee members will advance their own learning and acquired knowledge to promote a culture of fiscal responsibility
