As Oregon State’s vice president for finance and administration and chief financial officer, Mike Green provides leadership, oversight, and stewardship for all aspects of the university's administrative resources and services. In collaboration with the division’s senior leadership team, Mike is responsible for the university’s non-academic administrative functions, including accounting and financial reporting, business operations, budget and long-range planning, treasury management, capital planning and construction, facilities services, transportation and parking, human resources, public safety, risk management and environmental health and safety. Mike works closely with Provost Ed Feser to ensure that OSU’s resources, infrastructure and services are aligned with the university’s teaching, research and engagement mission. He also collaborates with the OSU Foundation leadership in support of OSU’s goals, and is a non-voting member of the OSU Board of Trustees’ Finance & Administration Committee.
The vice president for finance and administration represents Oregon State University on state-wide higher-education financial matters. Mike is an active member of the Oregon public universities’ council of vice presidents of finance and administration, which works to coordinate the allocation of state resources, capital project funding requests and long-range business planning among the institutions. He also serves on the oversight committees of services jointly administered for Oregon’s public universities, including the University Shared Services Enterprise.
Mike joined Oregon State in 2014 as associate vice president for finance and administration and controller, and served as interim vice president for F&A for nearly two years before becoming vice president in 2017. From the start, Mike has committed to working with the community to address long-running financial challenges faced by today’s public universities. Throughout these projects, Mike’s focus is on ensuring transparency and incorporating the perspectives of stakeholders. Together with other university leaders, Mike led the development of a fund to address the university’s deferred maintenance backlog, and the creation of long-range planning tools like the ten-year business forecast. He created a task force to work closely with the region’s power supplier to develop short- and long-term solutions that improve the safety and reliability of the Corvallis campus electrical grid. Under Mike’s leadership, the Division of Finance and Administration began several multi-year projects to implement an integrated e-Procurement system, streamline and automate the university’s business processes, clarify policies and rules, and simplify the way students and graduate assistants are hired.
Prior to his tenure at OSU, Mike was with the Oregon University System for 23 years, most recently as Associate Vice Chancellor for Finance and Administration and Controller. Mike’s early career was in public accounting and he also served the public universities in Oregon on public oversight boards for retirement plans and tax deferred investments. Mike has a bachelor’s degree in business administration from Oregon State University and is an Oregon Certified Public Accountant. He is a member of the American Institute of Certified Public Accountants and the Oregon Society of Certified Public Accountants. Mike currently serves as Secretary/Treasurer of the Oregon State Credit Union board of directors.
